{"content":"GT#87 observation fix batch 3/4 (P1-3): delivery clocks must die when the step is publicly done. Three clock-hygiene fixes from the two false missed-deadline bells observed in GT#87. (1) The completion-shaped ACK family ([WORKING->...] with the arrow form) never matched the [WORKING] tag regex (which requires whitespace before in-tag qualifiers), so a plain-speech completion report without a [DELIVERABLE] tag left the armed chair-stated clock running - the worker's 18:00 prep report was acknowledged and done, and the round-1 30m clock still rang at 18:26 with a false alarm. The arrow form is now treated as a protocol-shaped, language-neutral phase-transition declaration that retires the clock; progress heartbeats ([WORKING long-task, ETA 45 min]) carry no arrow and are unaffected. (2) A fresh chair assignment now supersedes the previous phase's ARMED clock too (previously only the suspended one) - round-2's 'already ACKed' path had left round-1's clock ticking through the new phase. (3) Armed-clock KV entries now record their source (assignment message id + chair-stated minutes) and the missed-deadline note carries it, so the chair can reconcile a bell against the dispatch it came from instead of burning a public turn guessing.
