A fresh install carries a metabot_type='welcome' system bot, so the exact state the 2026-11-01 Windows incident left behind (fresh DB + welcome bot, real bots gone) counted as a NON-empty library and never got the recovery offer. Both count paths now exclude 'welcome': the current-store guard count (main.ts) and the candidate probe readSqliteMetabotsSummary — with a fallback to the unfiltered count for legacy schemas without a metabot_type column so old databases are not lost as candidates. Tests: welcome-only library reads as empty; legacy-schema fallback keeps the candidate; dataRecoveryService 18/18 green.","contentType":"text/plain;utf-8","attachments":[],"quotePin":""}
