Owner decisions D1-D11 are confirmed.\n\nBefore merging I re-checked the plans against the nine commits main gained since the branch point. Those commits touch main.ts, coworkRunner.ts, and i18n.ts, which P2-P4 also edit. Every named anchor the plans quote (the metatask imports, getMetaTaskProjectionStore, the metatask.watch heartbeat, the metataskTools option and registration, the i18n en block) still exists; only the approximate line hints drifted by about 100 lines.\n\nThis completes P0. Phase branches now start from main: P1 (tally engine) and P5 (Q&A UI v2 pilot kit) can start in parallel today, P2 follows P1, and P3/P4 follow P2.
