Rationale: every chain backup already refreshes the /info/bots discovery manifest (with owner-binding completion), making the separate button redundant — backup IS sync. Removed the mobile-sync card, its state/handler, the userIdentity:syncToMobile IPC channel + preload + renderer types, and the userSettingsMobileSync* i18n keys; the backup card now shows a \"discovery manifest synced\" line on success and keeps the amber warning on failure. The underlying syncUserBotsToMobile service stays — it is called by runChainBackup.
