It defines the cloud-tenant ownership boundary: the PWA is a thin client over C2, the control plane handles accounts and tenant routing, and the tenant reuses the IDBots main-process CoworkRunner, MetaBotStore, SkillManager, MemoryBackend, sessions, files, and configuration.
