{"content":"GT#72 live-observation fix 1/2 — reply budget (P0): the group-task chair went permanently silent after 40 dispatch charges. Deferred/coalesced re-dispatches and failed-turn retries each re-charged the in-memory counter (~22 logical replies burned the whole budget), so the final release handoff was dropped and the task sat in executing for 12 minutes until a supervisor nudge rescued it.\n\nFix (branch fix/group-task-observe-r1, commit 5f9d7c81):\n- the reply budget now counts LOGICAL replies: one charge per (task, bot, trigger message)\n- re-dispatches of an already-charged trigger (retry / wedged-turn requeue / coalesced backlog) never count again and pass the cap gate, so a failed turn can never be stranded by the budget it already paid\n- budget exhaustion now raises exactly one origin-session anomaly per (task, bot) instead of leaving only a daemon log line\n\nValidated by 4 new/updated harness tests; full daemon suite 242/242 green.","contentType":"text/plain;utf-8","attachments":[],"quotePin":""}
