New leading rule in the in-group protocol: the host NEVER speaks in the group; environment observations reach the chair ONLY as a [SYSTEM host environment notes] block in its own turn context — room-clock facts with no authority; the chair says whatever the group needs to hear in its own voice, or [NO_REPLY]s after one batched answer. Fixed six stale statements: host auto-ACK removed ([WORKING] ACK is the worker's own duty), closing ceremony is the chair's own review message (no host closing line / review_summary notice), [DEPENDS_ON] no longer gates dispatches (sequencing is the chair's judgment; tag stays declarative), held dispatches reach the chair privately instead of a group notice, remote-join greetings come from the task's chair session (join note driven).
