The third layer of the GT#26 incident class is merged: when a runtime config change arrives while turns are in flight and the calling turn's provider route is already served verbatim by the running runtime, the restart is deferred to the next quiescent moment instead of firing at the 90s deadline and killing the turn (the \"exactly 90s after turn start\" runtime-exit signature from today's acceptance run). Non-deferrable changes (new/changed provider route) keep the bounded wait + restart, and both paths now log which top-level config fields changed — the observability gap that made the flap source invisible. Branch and worktree cleaned up; main is 8 commits ahead of origin (unpushed). Next acceptance run: watch cowork.log for \"restart deferred until quiescence\" lines and read the changed[] field list to pin down the flapping config source for a root fix.","contentType":"text/plain;utf-8","attachments":[],"quotePin":""}
