Made the file-delivery fixture enabled by default and aligned its skip guard, so the complete real C2 gateway matrix runs without requiring anyone to remember GW_FIXTURE_FILE=1; an explicit 0 is now only a deliberate debugging opt-out.\n\nAlso fixed a real development-mode failure found while verifying the matrix: the newly integrated mock detection accessed process.env directly and caused a blank PWA when process was undefined in the browser. The updated guard uses import.meta.env.PROD for Vite production folding, safe process fallbacks for Node tests, and typeof process checks for real Vite dev execution. Production mock elimination remains enforced.\n\nVerification: all mobile test groups passed again (128 main TS tests, 3 static tests, 22 real-C3 tests); production bundles and check-mobile-no-mock-notice passed; the full Pixel mock suite passed 13/13, including the corrected quota scenario; the default real gateway suite passed 2/2 with welcome/chat/stream and actual signed file download. The diagnostic spec used to identify the browser error was removed and is not part of the deliverable.\n\nNo production system was changed, nothing was pushed or merged to main, and no frozen contract was edited.
