All 14 host-impersonation sites eliminated: auto-ACK, long-turn notices, checkpoint pause/resume lines, review closing/acceptance posts, welcome broadcasts, no-ACK/deadline/parser/dispatch-held warnings — the chair now speaks these itself or stays silent by choice. Dual systems collapsed: the only deadline clock is the chair's [DEADLINE] tag (worker ETAs are planning info, not clocks); the [DEPENDS_ON] dispatch gate is gone — sequencing is the chair's judgment, the tag stays declarative for timeout exemptions. Presence confirmations always run the fast plain path. Prompts carry the SOLE COMMANDER rule. Tests: daemon 225/225 (32 rewritten), related suites 171/171.
