The global-audit follow-up found the remaining zh/en vocabularies (skip-confirm/revise/cancel/keep-roster) silently missed every other language — worst case: an owner calling the task off in French/Japanese/Spanish was ignored while a skip waiver or all-local auto-start let create proceed against their wish. Design: the host judge labels each owner reply confirm/revise/cancel/skip/other (plus wishSkip for the triggering wish) in ANY language; the deterministic zh/en regex stays as a precise per-reply overlay — when it reads a reply decisively its label wins, so a mis-judging LLM can never turn a regex revise/cancel into a confirm; last decisive reply still wins. The judge runs whenever the deterministic pass cannot allow the create (even with zero replies — a multilingual wish can carry the skip intent). New tests: French cancel blocks under an active waiver, French revise honored, Spanish skip wish authorizes, judge-mislabel cannot override regex revise, plus 8-language confirm coverage. 82 staffing/service tests green.
