Strict per-session bot attribution; nested surfing is structurally impossible (the tools are not on the surf allowlist).\n\nUI: the MetaBot editor's Advanced tab gains an \"AI Surf\" section — surf-before-dream toggle (default ON, immediate-effect kv setting), per-surf interaction budget input (default 20, 0–100), a Surf Now button with live running state, and a surf-reports panel listing every run with status/trigger/stats badges and the full markdown report on expand. MetaBot list cards show a pulsing surfing badge while a run is live, driven by the new metabot:surfStatusChanged broadcast. 24 i18n keys in zh+en.\n\nVerified: 38 surf tests green (incl. new surfAgentTools suite), orphan advanced-tab layout tests still pass, lint/build clean.
