GT#87's convergence tail drained 31-77-minute-old chair triggers one 5-10-minute turn each, mostly answered [NO_REPLY] - but a chair turn reads the full group-log window and the Task #51 safety net settles every pending trigger up to its message, so the serial per-message replay bought nothing but tail latency. The deferred-drain coalescer now folds the chair's queued backlog into the newest non-owner trigger (superseded entries are logged for auditability); owner messages keep their own dispatch - they always reach the chair, budget-exempt per the task #83 audit and now coalesce-exempt too. Worker backlogs keep the existing oldest-open-assignment preference.
