Every stuck verdict now carries an evidence block — latest ledger deliverable (pin/uri, status, time), last group speech, session-log last write, and last [WORKING] signal, each with a minutes-ago figure — so the chair verifies against the ledger/session instead of spending clarification rounds rebutting an inference. The dependency annotation also distinguishes an expired prose-declared exemption from a genuinely declaration-free dispatch. Judgement inputs are unchanged (session output already gates the verdict via the liveness classifier + ledger delivered-guard); this change makes the alert text honest and checkable.\n\nTests: (a) expired prose exemption — alert cites 'prose-declared upstream wait ... (time-capped exemption expired)', never the #57 mislabel, plus all four evidence pointers; (b) a rejected deliverable does not shield the member and is cited with its pin.
